Preliminary data from the European Heat Pump Association shows that sales of residential heat pumps in Europe increased by about 11 % in 2025 compared to 2024, signaling positive momentum in the clean heating transition .
According to the association’s figures, approximately 2.63 million heat pumps were sold across 16 European countries last year, up from 2.38 million in 2024. This brings the total number of heat pumps installed on the continent to roughly 28 million units, highlighting the growing role of heat pump technology in decarbonising buildings .
Policy Support Makes a Difference
The report attributes this growth to stable and targeted government action, including:
- Long-term subsidy schemes that encourage investment in heat pumps
- Reductions in electricity taxation to improve the cost-competitiveness of electric heating versus fossil fuel boilers
These policy measures have helped make heat pumps more attractive to homeowners and businesses alike . -
For example:
- In Belgium, a mix of new restrictions on fossil fuel heating and a reduced VAT on heat pumps in new buildings contributed to a 7 % increase in sales, reaching around 111,000 units .
- In the United Kingdom, continued support through the Boiler Upgrade Scheme and the Warm Homes Plan helped boost sales by 27 %, reaching approximately 125,000 heat pumps .
Varied Performance Across Europe
While many countries saw growth in 2025, the press release notes that sales declined in some markets, due in part to:
- Persistent misinformation about heat pump technology
- Fluctuating government budgets and support schemes
These challenges were apparent in markets like Poland and France .
Leading Markets and Ongoing Potential
Based on heat pump installations per population, Nordic countries such as Norway, Finland, and Sweden continue to lead, with more than 30 heat pumps sold per 1,000 households, while markets like Poland and the UK remain below five per 1,000 households, indicating significant potential for further growth .
EHPA also noted that data collection on large heat pumps (often used in industrial and district heating applications) is ongoing, but early trends suggest growing interest in these systems as well
