European Union is steadily tightening its approach to phasing out fossil fuel heating. Since early 2025 member states are not allowed to subsidize stand-alone fossil fuel boilers, while all EU countries must plan fully eliminating fossil fuel boilers by 2040.
In this framework, many EU governments are already moving ahead, taking relevant measures. The European Heat Pump Association (EHPA) follows these national measures by tracking the bans in new and existing buildings in each member state.
Compared with the edition of January 2024, almost two years later, in November 2025 there are significant shifts. Austria has extended its ban to all fossil fuel boilers, Ireland had broadened its restrictions to cover residential buildings and gas boilers in new homes, while the UK is preparing to end fossil fuel boilers in new buildings from 2026.
Step by step, EU’s heating landscape is changing. Heat pumps already represent around 28% of last year’s space-heating appliance sales, showing the accelerating transition to more sustainable alternatives to fossil fuels.
